Stairs in Elevator Building

Do you think ADA barrier removal obligations apply to stairs between floors in an elevator building? Please provide code or other regulatory citation that supports your conclusion. Thanks

Years ago the California State Architect told us that stair requirements did not need to be applied if we provided an elevator. But as time went on, we realized that they were not the best source for compliance, and proceeded to make them comply. They should comply. Don't have time to cite code/law, but read the ADA as it says they generally should, unless you can find something that exempts them from compliance.

In any foreign project for a Us company I find to governing codes: The company's insurance firm has guidelines and appropriste pricing The country's safety regs. The company may have some additional requirements. You have to get all three and compare, typically choosing the most strigent. The issue becomes when there is a conflict.
