Does your agency allow spec books to be submitted as part of the construction documents?
When spec books are submitted as part of the construction documents, are the reviewed by the Plans Examiner?

The 2003 IBC defines CONSTRUCTION DOCUMENTS as "Written, graphic and pictorial documents prepared or assembled for describing the design, location and physical characteristics of the elements of a project necessary for obtaining a building permit."
