ATO spaces at major airports, Occupancy type

What type of occupancy would an ATO (Airline Ticketing Office) at a major international airport be considered as per IBC 2009? These are typically the offices located behind ticket counters. These are composed of supervisor and checkout offices, break rooms, etc, and in this particular case, occupancy is not expected to exceed 49. 

 

I need to confirm this in order to determine egress requirements. In this particular case this is an existing space which is being reconfigured in the interior. The main "exit access" would occur through the common area ticketing (terminal). I've been so far considering this space to be a B type occupancy but I need to confirm this, since it is possible that is should be considered an accessory space to an assembly type occupancy instead.
