CMC 510.7.1

We are in a bit of a debate. CMC 510.7.1 indicates:.."and in one-story buildings where the roof-ceiling assemby is required to have a fire-resistance rating, the ducts shall be enclosed in a continuous enclosure extending from the lowest fire-rated ceiling or floor above the hood through any concealed spaces to or through the roof.
By definition, as refered-to the CBC in the definitions in the CMC, class A, B, or C roofs are required on almost all buildings.
The crux of the question: If the ceiling in a facility is not required to be fire-rated, does the duct have to be the minimum 1-hour rated through the ceiling, through the conceiled space, to or through the roof?
