Construction of SFD over property line

I read the post from 2009 indicating the code is silent "specifically" on allowing construction over a property line. In opinion, does the CBC and CRC base requirements for separation distances on protection for propereties and structures from each other? If so, could a property owner who owns 2 lots build over their own lot lines with properly-recorded documentation while maintaining proper separation distances from adjacent property lines abutting properties not under their control?

Recent property values have sparked interest in purchasing multiple small lots in subdivisions and constructing one SFD on the land. Subdivision laws ( I am not a planner, and don't know specifically what the laws say)prevent merging the lots.
