Hand Rail Continuity?

We're looking at a project in Calif. with exterior concrete stairs on grade...hand rails on both sides, no guard rails needed. The handrails will be constructed on 1.5" dia. round tubing. If the vertical supports are made from the same tubing, does that comply with the Continuity requirements called for in 1012.4. as allowed by 1012.4 excptn 3? And also 1133B4.2.6? Most of the graphics in both the code and references appear to show this condition.

Thanks for the prompt responses. These same exterior concrete stairs have 12" wide x 12" tall concrete "stringer" walls. I would like to locate these handrails in the center of these stringer walls...or 6" away from the edge of the treads. I don't see where the code controls this dimension, except for 1133B4.2.5 allows the handrail to be located in a 3" recess?
