IBC Section 2304.11.6 Termite Protection

This section of the code refers to "geographical areas where hazard of termite damage is known to be very heavy" to have floor framing treated. The IBC Commentary refers to the IRC Figure 2304.11.6 which shows primarily the California and the southeast as "very heavy" for termites. In the past we haven't required floors to be treated unless they are not appropriately raised off the ground such as 18" indicated in Section 2304.11.2.1. The commentary also discusses "local jurisdiction should be consulted" could imply that areas listed as very heavy termite may not apply.

I wanted to see what interpretations there were for the following:

1. How would a local jurisdiction know the difference between "very heavy" or "moderate to heavy" so as to apply this requirement?
2. Has anyone applied this requirement and what have been the difficulties?
3. Other approved methods are allowed, what methods have you seen that are acceptable?
