Industrial guardrail?

I have a project (Winery) where the grape delivery truck road goes up and behind the winery to an elevation that is +16ft. I am installed a guardrail along this massive retaining wall but does the guardrail need to meet the CBC requirements or OSHA. CBC requires 4" spacing and OSHA 12". Thanks all

Is anyone allowed to walk up and down the roadway? Industrial handrails are 12" o/c, is there going to be an OSHA inspection prior to this operation being given the Ok to open? You could use clear stock as they do in some interior Malls or along some property line walls which have great views that should never be blocked.
If one was to look at existing truck loading docks at the rear of most (not all) grocery stores they have the railing that is needed in the conditions submitted. If one is afraid of workers sticking their head through railings I guess putting the spacing at 4 inches will do as will solid clear railing stock, or just heavy gage chain link fencing. Not sure if the building code be it CBC, IBC, or NFPA addresses roadways on private property mandating guards.
