Lead Flashing ok?

I've dealt with a number of school districts that didn't want lead flashings as a matter of internal policy, but I am unaware of any law or ruling that has found lead flashings on a roof to pose a significant health hazard, so they are not regulated under the various hazardous materials laws.
Just researched this the day before yesterday for a member of my staff. While our firm "likes" lead solutions on roofs, most of our work is for school districts in California.

I'm attaching an "Advisor" written inhouse a few years ago that addresses the use of lead flashings and some the regulations which affect their use. Any use of the document is at your own risk and as such it is provided for your informal information. [whew]

PS There are also OSHA issues with lead. I have another advisor for that issue, which I did not post. While it really pertains more to paint [due to dust releases] it is applicable to all lead exposure to individuals on construction projects, whether new or alterations.
