One or two-story?

I have a building that is being classified as an A-2 occupancy. The height and area limits are defined as one-story and 6000 sf for type VB construction. The issue is there is an attic truss with storage above the banquet hall. The finished floor height of the attic is 11' 4" above grade. Does this attic space constitute as a second-story?

So, does that mean if we just had some kneewalls up for fall protection we could consider it 1-story? If so, to what extent is a building enclosed? If they were just using OSB rather than drywall? If they weren't insulating? I'm just trying to find the defining moment, as this always seems to be a gray area when using an attic truss.
