Opening Size at Guardrail - 2007 CBC

Given: A large industrial factory that also has multiple office spaces. There is an office area that exits from the second floor via an open stairway located in a processing room (sampling finished product only). The processing room opens to the first floor. The stairs are serving a B occupancy but are technically located within an F occupancy. The office area is limited to employees only. The location in question is boxed in red below.

Question: Can the openings in the guardrail be 21" since located in an F occupancy per CBC 1013.3 Exception 3 or must the openings be limited to 4" since serving a B occupancy?

Exception #3 of Section 1013.3 would apply here.

The 21 inch opening would be acceptable.

The area of the factory indicated does not appear open to the public! Although serving a "B" portion of the building, it's an ancillary space to the major occupancy/use, which is the factory, F Occupancy.
