REquired in 3 story apart.

I have been ask to do a proposal on a 3 story apartment bldg with 6 units per floor and 9370 SF/flr. All 1st floor units are on an accessible path. The design drawings do not show any elevator and my preliminary Code search would indicate that is OK if the ground floor units are accessible....correct?

I have a similar project, 20units, (2)first floor fully accessible and 18 two story stacked units on the 2nd floor. Meets 10% requirement but second floor units are not "visitable", stair access only, no elevator (how do you move furniture)?  

 

Privately funded, in this market demand exceeds supply so "cheap" developers don't see the "value" in putting in what they see as a convience elevator. Resale is also not seen as a justification either. Many old boomers will have limited options in the future if this is the trend.
