Safety glazing post-installation

Does anyone know if there is a product which can be used to make ordinary glazing comply with IBC2006 requirements for safety glazing. I have an application where the windows are already installed and it was discovered after the fact that the windows were not tempered. I was there was some sort of safety film that could be applied to the windows that would be code compliant. Thanks.

3M and other film manufacturers make a surface applied film that when professionally applied can convert annealed glass to a safety glazing product that meets CPSC 16 CFR, 1201-Cat.II.
