I believe that you are correct. CRC R302.12 only specifies draftstopping for usable space above/below the concealed space of a floor/ceiling assembly (makes no reference to the attic space as the CBC does). The commentary for the IRC states that "draftstopping is required to limit the spread of fire through combustible spaces in floor/ceiling assemblies when such spaces create a connected area beyond the normal joist cavity."

CRC Table R301.5 includes the loads for guardrails and handrails (200 psf live load ... single concentrated load applied in any direction at any point along the top ... 50 psf live load for guardrail in-fill components to be applied horizontally).
