I wonder what is the purpose ? Privacy ?

Hinge space has nothing to do w/ DA in this generic case,  I think.

That is the bass aackwards way the standard is written in order to ensure that the door is not located in front of the toilet at a toilet compartment, but because it measures the wrong side it does not account for toilet compartments that are wider (or longer) than the required minimum. The standard should be measured from the other side. What I do is credit the overage in compartment width to the allowable jamb width. If a stall is 62 inches wide but has a 6 inch jamb, it is still compliant because if you think about it, the ridiculous remedy to bring it inline with the standards would be to actually narrow the stall while the door remains in the same location! Obviously, keeping everything the same but making the stall smaller cannot bring more access.
