Years ago the California State Architect told us that stair requirements did not need to be applied if we provided an elevator. But as time went on, we realized that they were not the best source for compliance, and proceeded to make them comply. They should comply. Don't have time to cite code/law, but read the ADA as it says they generally should, unless you can find something that exempts them from compliance.
JA, did he ever reply? Though the CBC does not require barrier removal, ADA does. Those elements of stairs that are not compliant and it is readily achieveable to make compliant, are required to be made so.
