I am not in the office today but you may want to check the Fair Housing Act. They have a manual that is very helpful

Please keep in mind that Chapter 11A and the FHA are based on the concept of adaptability. Not knowing what the future resident's needs may be, it is not necessary to provide usable cabinet hardware during the construction process. If a resident needs pull-type hardware it typically can be easily installed without any special tools or knowledge. With that said, it can be beneficial to all parties (designer, owners, and residents) if more attention was paid to the "universal design" concepts.

CBC 11b requires accessible hardware ("U" pulls or) on cabinets but 11a is silent except for storage rooms. What say you all to This?
