I have a 1200 SF building proposed at a local sports complex/city park that includes public restroom facilities, a storage room, and a concession stand. Regarding CBC 1204.1, would the concession stand room be required to provide heat or does it comply with any exception (not associated with human comfort ... or constantly open to the exterior when occupied)?

I have done about twenty "snack shack" and never provided heating or air conditioning.
Even though the primary purpose is associated with human comfort "Foods".

1204.1 Exceptions:
1. Interior spaces where the primary purpose is not associated with human comfort.
I didn't think that heating or cooling would be required, especially since the space is typically open to the exterior when occupied. I am unsure sometimes if the exception is applicable or not. Thank you for such a quick response.
