According to the Architects Practice Act, we are exempt to sing a contract when providing services to a licensed engineer, etc. 

My question is if I am required to sign a contract with a certified "Interior Designer" (I am a licensed architect) to provide him services and sign my drawings?

Interior designer is not a Building designer, so you need a contract. People hardly ever passed CSE without this knowledge.
